What counts as a breach

Harm caused to a person or property in their presence, OR
Person is in fear of such harm.

Your powers

Any person (including security) may take reasonable steps to prevent or stop a breach.
May detain briefly to prevent immediate breach.
Should hand over to police as soon as practicable.
