Martyn's Law (Terrorism Protection of Premises Act 2025)

New tiered duty on venues to protect against terrorism. Named after Martyn Hett.

Who it applies to

STANDARD TIER: premises with 200–799 people capacity.
ENHANCED TIER: premises with 800+ or specified public venues (arenas, stadia).

Standard tier duties

Notify Regulator (SIA to enforce).
Public protection procedures: evacuation, invacuation, lockdown, communication.
Free — procedural, no physical works required.

Enhanced tier duties

All standard duties PLUS
Public protection measures: monitoring, physical safety, security of information.
Documented Security Plan.
Designated senior individual accountable.

Fines up to £18m or 5% turnover (enhanced)
